I would check for a bios update as well.

Also, In Win 7 under the power options there is an option to set the pc 100% CPU all the time.

You probably wouldn't want to OC on that board anyway. In OEM machines they always cut corners when it comes to components that they don't advertise. And if your temps are at 30c then there is nothing wrong with your PC, although I highly doubt 1.7v is actually being delivered.

I would go return that thing. That voltage is WAAY too high for that chip, if CPU-Z is reporting the voltage correctly.

Just go to Control Panel, Power Options and select "Performance". Should fix the speed issue. As far as the vcore is concerned, I'm willing to bet it's just a sensor bug with the OEM board.

CPU-Z has to be giving you an incorrect reading as it's happened to others as well on occasion.
