In terms of GTX 460s, I recommend the EVGA "EE" one (it has an external exhaust flow like the GTX 465, 470, 480 etc. It would help temps.
But overall, I think you will be very content with two 465s
Mine overclocked high (before and after the flash). Mine didn't go over 65C (with fans at 70%).
But obviously it is your money. I think you will be wasting money buying 2 460s and doing whatever with your 465. Dual 465s will be on par with dual 460s and eventually you could add one more if you want to do nVidia Surround
