Have you flashed the 6950 before..if so, you dont need to reflash it after installing new drivers..
Oh I see you haven't flashed it yet.. have you tried the commands from the elevated command prompt?

You need to get your 6950 working as a 6950 before you can start worrying about running it as a 6970.

Try uninstalling the drivers, rebooting into safe mode and running driver sweeper, rebooting into normal mode and downloading the most current ATI Drivers, installing them. Then see if it's working.

Don't flash your card before you get it working.

my asus 5670 has the BIOS written such that when the GPU isn't doing much, it down clocks from 775/4000 to 200/1000 or there abouts

I bet the 6950 has similar BIOS programming, that's kicking in for some wrong reason
