You say you have wires running behind the motherboard plate? I think we may have hopefully found your issue!

If wires are making contact with the back of the motherboard, that's an issue right there.

Sounds like a problem i had, depending what PSU you have some have more advanced features than others, for instance mine had a very sensitive short sensor, anything out of place then it would either shut down or not let me boot until the short was dealt with, i would take everything out of your case and build it up on a desk or something similar non conductive and then see if the issue still persists, might help determine whats going on
