I don't think it is right or wrong. Clearly it is up to them how to advertise their product and if they choose to be kind and give you a code then it was up to them and perhaps it is even something they are trained to do and allow for in certain cases, but certainly the intent was probably to curb the masses from doing such a thing and because of all the fine print they could just as easily say "Sorry, this is our licensing agreement."

Again, moral and ethical principles aside Microsoft can choose to do whatever they like as long as it is legal and there is nothing illegal about them choosing to give you a code. However, it doesn't mean it should be expected, but they do want to keep their customers.

Edit: By the way, if a "reactivation key" is ever needed will that serve as the new key over my old Windows Key that is on the sticker for future events such as a clean install on the existing computer?

You would think they would make this simple by letting you install it on any number of computers/activations as long as only one is active, but such is life and I am sure there are (security) reasons behind this.

Not Security, Monetary.

What they did with me was they gave me a new number to get me activated, then had me enter my old number after activation and all was good. Pretty much tricked the OS into thinking it was activated properly.
