Max temp difference between various chips

Most claim that a reasonable max temp for an i7 is 70-80c. I've recently put an old AM2 system back together with a x2 4800+ in it. I dug up some old articles about max temps because I wanted to overclock it a bit and was a bit rusty with the old AM2. Apparently, people claim the max temps for the AM2 are around 50c.

Those are the only two examples I have but my question is, why is there such an extreme difference between max safe temperatures?

AMD chips have always ran cooler than intel chips. On top of that, the i7 chips run hotter than most intel chips.
