Becuase the NF200 chip causes some latency Asus did not want to use it unless really necessary, which would be when 3-way SLI'ing. So when you SLI with only two cards, the 16 lanes are split between the 1st and 3rd slot and the NF200 chip is not being used, so you get x8/x8 speed which only decreases performance by a few percent compared to x16/x16. But when 3-way SLI'ing, if you did not use the NF200 chip, you would get x8/x4/x4 speed which would seriously destroy the performance, so at that point, the NF200 chip will split 8 of the lanes between the the 2nd and 4th slot and give you x8/x16/x16 speeds. I dont know if this is a good choice or not. Ive seen tests that shows that using either an NF200 chip to split the lanes and give you x16/x16 speed or just going normal x8/x8 speed while SLI'ing doesnt really make a difference, but some say that while using an NF200 chip you will se microstuttering in games. Anyway thats the deal with the M4E and NF200

Why have a Pcie 4x over a legacy PCI? Who even uses 4x for anything? So many sound cards and TV tuner/capture cards are still PCI.
