My friend with an i7 920 and another friend with i7 930 is not having this problem I am having, so they turned off turbo in BIOS? I can't find anything with "turbo" in Bios you see.

I am going to assume you have a AMI BIOS becasue you have an Asus board, it quite literaly should be under AI Tweeker tab at the top. Second one along "Intel (C) Turbo Boost" should be set either to Enabled or Disabled.

Look at my post on page one, I have the same motherboard and bios as you and I added a screen shot of how to turn turbo on or off, its under the Ai tweaker tab and about the fourth item down called "Intel (R) Turbo Mode Tech" just disable that if you dont want the boost but I don't know why you wouldn't want it.

The only time you need to turn it off is if you cant get a stable overclock which won't really start affecting you until you hit the 4ghz mark or over with a half decent air cooler.
