It's shouldn't idle at 78C and max at 97C. Increase the number of case fans or place a fan near the card itself.

Did the +20% in CCC and I did a slight overclock to 900 MHz core and 1400 MHz Memory.

When you crossfire, do both cards have to have the same exact clocks? (Stock or OC)

No they don't have to mirror each other clock wise.

What we really need is a 6970 bios with 6950 vram timings/voltage grafted into it.
Then you can run the card at 6970 clocks without having to enable unofficial overclocking and disabling downclocking when idle.
If anyone feels like linking some bios modding guides, I'd have a go at it.

Edit: By bios modding guides I mean doing it by hand with a hex editor, as RBE currently doesn't support Cayman.

if you study the thread, he is using a 6950 bios with just the shaders unlocked

A 6950 bios with unlocked shaders does not a 6970 bios make.
With a 6950 bios, you have to enable unofficial overclocking to get above 840MHz core, which has the irritating side effect of disabling the power management/downclocking functions on the board. The 6970 bios has a far higher frequency limit, meaning that you can still use power management functions while running higher clocks.

After the bios unlock, I'm able to clock my 6950 to 962/1400 stably. Here are my results for 3dmark11:
http://3dmark.com/3dm11/342915

and vantage:
http://3dmark.com/3dmv/2835799

It's quite a big increase from what I got without unlock. I was only able to hit 940/1400 stable before
