3.29 is your "downstream" 0.45 is your "upstream". I'd try it to another server. Try one in the midwest like Hays, Kansas or St. Louis, MO or one in Iowa. Are those any better or worse? What connection speed SHOULD you have for download and upload speeds?

What was your ping result? Did you try pingtest.net? What were the results from that test?

Wait about 2 minutes. Then plug your modem's power back in. Wait until all lights quit flashing on it (could take a minute or two) then power up your router (if it's not the same as your modem). Wait about 10-15 seconds and then fire up your computer and run Speedtest.net and pingtest.net again and see if you don't get better results.

If a reset of everything as mentioned by myself and Rayzer doesn't fix the problem then I'd call the ISP and yell at them (not literally yell lol). If they say anything about your traffic or "suspicious activity" then inform them it was for a PAID service so they need to undo their traffic shaping.

In Ohio, but with Time Warner and I can say that my internet has been crap today. Download speeds are fantastic, but just general browsing is terrible slow, with a lot of pages 'failing to load'.

no dude in your browser type in 192.168.100.1 and you should see the signal levels in there the you should know if the speed where actually capped or if your cables from out side got damaged from all the snow you guys got

i work for comcast and iam not sure if iam not making my self clear sorry

and what you guys are talking about is speeds not signal levels
