LLC is to avoid/fix/correct/(burn? kidding) Intel VDroop spec, so in the end you always use more VCore because at full load you get a lower Vcore. So you might end up only needing 1.34 with LLC.
When you have the cpu under full load what voltage CPU-Z reports?
Ok I understand
As you see in the picture (my first post) the vcore is constant at 1.378 throughout occt test.

Well that touches 80-82c on the hottest core.
Is not sure if I really should run 4.3ghz -> 80C or 4.1ghz -> 67c, I sit and really think back and forth what speed I should choose

if you are already at the 80c mark, back it down to 4.2ghz and get better temps, doubtful that the difference between 4.2 & 4.3 is significant.

Yes you are right 4.2ghz would probably be better (temp) but it's damn hard to try to find a vcore imc etc and then clear 60min Linpack (60 min Linpack is a given for me before I can say that it is stable)
But as said 80C in hard solid test not mean that the CPU comes up in these kinds of numbers in normal usage.
