The Antec Earthwatts EA430D is on sale for $30 on Newegg. Best option at the moment.

I'm sorry, but I refuse to count mail in rebates. When you say on sale for $30, I expect to see a price at or near $30, not $60 with possibly getting $30 some back in a few months.

I think the Antec Neo Eco 400W is going to be your best bet then.
That system won't need that kind of wattage but it's the cheapest unit you can get without skimping on quality, all expenses told. There are a couple of decent SeaSonic units at 300 and 350W but they're about the same price as the Neo Eco 400W, and they become more expensive if you include shipping, so you might as well get that.
I can't really think of anything else.
