Any reason you use the CPUTIN temp rather than the core temps?
Second law of thermodynamics says your core temps can't be lower than your CPUTIN.

Explanation:
Unless your CPU was doing something that makes it cold (which it doesn't), the minimum temp it would be would be whatever the temp of the CPU casing is. Since your core temps are lower than your CPU case temps (CPUTIN), it means that your core temps should be flat-out wrong for some weird reason. The real temps you should look at are CPUTIN, but your actual core temp should be 5-10C higher than that.

Well I ran Prime95 for about a half hour to check the temps
CPUTIN--43C
Core Temps--26C

Quite a disparity but I guess as long as both stay away from 55C, it's all good. Of course, I hope that at least one of them is reporting accurately

Would appear you have some head room yet to work with if you wish. I would continue a stress test for a few hours to get a better idea if what you have is some what stable, then either make corrections or if Prime95 shows no errors than increase ref clock 3-5 MHz and test again. See how much more you can add till it fails Prime95. When it does fail I would add a couple bumps to the CPU/NB, and see if that allows you to pass. If it fails again quickly with no improvement, than that's probably a sign it may need slightly more Vcore. Remember slight increases followed by another test. Let us know how you make out. What's an acceptable voltage for the NB? My bios only shows NB voltage and NB frequency. There is no option for NB-CPU or IMC or whatever it's called. Just the NB.

I have it at 1.25 right now

CPU/NB and NB Voltage are to different things. You'll want to increase the CPU/NB Voltage when playing with the Ref Clock.
I'm not familiar with the Asrocks bios but CPU/NB is usually referred to as CPU/NB Voltage or maybe VDDNB Over Voltage depending which bios you're working with. If you can post a screen shot or pic of your bios I'll help you figure it out.
I'd return the setting you've changed back till you figure out which one is CPU/NB Voltage as over volting the NB may cause damage

I agree, you have the CPU/NB setting there. From what I can see NB Freq 2500MHz is your limit because of only having a max multiplier of x10. For that you should be close at 1.25v, a good safe max limit would 1.4v. To give you an idea my NB Freq running at 2869MHz requires 1.312v. I would run Prime95 again at CPU/NB 1.25v (maybe as much as 1.275-1.3v) and if that doesn't help any you're most likely in need of more Vcore. Remember to drop the CPU/NB back down to 1.25 if you're adding more Vcore and give that a try.

It seems that adjusting the NB voltage value in in BIOS shows the same adjustment in AMD Overdrive under NV VID

Well I passed 12hrs of Prime95 Blend Test

3625Mhz
Vcore: got to 1.49 during prime
FSB: 250x14.5
HT:2000
NB:2500
Voltage: 1.25V
Memory: DDR 3 666 7-7-7-20
Max temp during prime was 46C according to Hardware Monitor reading the CPUTIN

So I think it's okay maybe I'll play some BFBC2 and hopefully it doesnt crash or freeze
