What is Volt Tweaking

Noob question of the day, but I don't know and I KNOW I'm not the only one out there. So for all us noobs. Would someone be kind enough to nicely explain what Volt Tweaking is and why someone would want to do it...Thanks in advance +rep waiting.

If by volt tweaking you mean adjusting the voltage on your GPU it is done to help achieve a stable overclock. For example, I use MSI After Burner for my overclocking and it has a core voltage slider bar at the top that lets you add or subtract voltage to your video card. It is very similar to overclocking a CPU.

Not all video cards support voltage adjustment, however. Usually non reference models remove this ability, but not all.

Ok, that makes sense and I figured that was it but I saw a for sale 5870 Vapor-X w/ voltage tweak and I was SO confused...I said to myself, I thought any could voltage tweak thru afterburner...now it makes senes, it's not reference and so normally they must remove it from vapor-x's...hence mine not being able to do that...now I see why his was a big deal.
