PSU making clicking noise

Gathered a bunch of old parts to put together a new build. Once I was done I noticed that the whole thing wouldn't start and all i could hear was a clicking noise. I took the PSU out of the system connected green to ground on the 24 pin and I hear this repetitive clicking noise that resembles arcing. Guess that means my PSU is toast right?

What's the PSU?

Huntkey 磐石 800. I doubt you'll be able to find any information. It's a PSU thats advertised as a server PSU and has a relatively weak 12 volt rail. Rated 48A on 12V and 600 watts continuos overall. Left in the closet for about half a year and pulled it out to complete my HTPC/Server build, upon trying to turn on it just made a repetitive clicking noise.

No I can't find much info, mainly due to the Japanese translation being nonsense. But I'm familiar with the company in question. Their quality was low until fairly recently; not bottom of the barrel, but generally poor.

It would not surprise me if it's croaked.
