Antec usually has some very good budget PSU's that perform great for the price. Look into the Antec TruePower New 650w.
If you're willing to pay a little more, I'd suggest an HX650 or a Seasonic X650. The HX650 is semi-modular, which means the important cables like the 24-pin and the 4 pin EPS cable are pre-attached. The X650 is fully modular and features a smart fan profile which I won't get into, but you can Google and read more about it if you like.
There are also plenty of other very decent units out there, but this is just my 2 cents.
+1. OCZ is a good company, but if the PSU does have issues, I've heard bad experiences with their RMA service.. Antec's is wonderful to my knowledge.
Modular PSUs however are really only necessary if you're looking to definitely go far with cable management. If you're just looking to have simple yet attractive cable management, a non-modular PSU will do you just fine.
