Not only is it done in tanks and subs, but pendulums can be found in newer cars and motorcycles too, which charge the battery automatically. Infact, it's a standard in cars now as far as I know.

That's not the issue. The issue is tanks have a hard time rolling up on targets in the desert with dust kicking up. Also, infrared sensors make this technology dated. Until troops and aircraft can become invisible, there isn't much application.
