It's about -25 degrees outside right now. If I would take my pc outside and try to of the crap out of it, would there be any negative after effects?

You could get some condensation, which is a bad thing. Only one way to find out.

I took my rig out in sub freezing temps to bench at 1.6v and finally get to 4ghz

Potentially, yes, if enough of it accumulates in the right areas.

Just don't overvolt your cpu. Supposedly voltage will do more harm than heat.
