I believe this is called "aggressive sales".
It's a scam because it does not deliver what they promise. The system cannot deliver the wattage that they claim it can. That right there is false advertising.
Besides soliciting, and false claims about the performance of their system, nothing else is really illegal about it. Although I doubt they pay taxes on their scammed income...
If you could find out who they are and actually test the wattage output of the system you could probably successfully sue them. Although all that trouble wouldn't be worth $200...
And who knows, maybe the system can put out 1000 watts of power. It may sound like total crap and just be noise but it might be 1000W of energy. That's all they really claim. Then it wouldn't even be false advertising.
