New AMD build for friend. what do you think?

I'm going to build a computer for a friend his budget is $450, however if there can be a major improvement he can bump it to $500. Sadly I will have to buy oem Windows 7 since the only extra copy of W7 I have is an hp oem key and I'm not sure if I give it to him I can get into trouble.

Here is what I've found so far:

CPU, Mobo and Onboard Video w/ HDMI $130~ w/ taxes

Case - Antec 600 $70~ w/ taxes

RAM - 4GB Mushking DDR3 1333mhz I'm selling him new for $40

Windows 7 oem $100~

Total $475~

I'm not sure how good the PSU is, but he won't do any gaming. He'll mostly be doing stuff with Office and listen to music/watch videos. I might OC his cpu lightly like from 3.0ghz to 3.3-3.4ghz if you guys recommend it on that PSU if not then I won't even need the cpu cooler.

The budget will be including taxes and shipping that's why I chose most of the stuff from Amazon.

heres my 500 budget build suggestion from another thread
the mobo has onboard graphics so u can remove VGA from build and add windows

I was thinking about that PSU, but isn't that the one people say is burning otu systems and its just terrible? All I remember it was a Corsair 430W.

That case is not bad.

I'll try to stick with the cpu/mobo combo if the motherboard comes in-stock since it has HDMI.

All that stuff is perfect for a lower budget build, but with his budget I was thinking of getting a quad for future proof even though he might not even need it. As for the Case I think that's one of the most important things he cares about because he wants a custom look and side panel window even though if the case looks good and does not have a side panel window he'll like it.

I think that hard drive has low RPM. I think.

It's 7200 RPMs

its heatsinks are huge and have water cooling barbs
designed for intel builds with 1a-1b-2a-2b ram config
so ram ch1/2 are seperated by an empty dimm slot
