The stuff from new egg totals to $490 including shipping I don't know if you pay taxes where you live.

Get the Spinpoint HDD at superbliz for $52~
Any cheap DVD-Rom for around $18 on newegg
The Cooler master 212 cpu coller at amazon for $25~

It totals out to more than 580~ and you get 40 dollars on rebates.
Maybe you can leave the cpu cooler for later.

I'm building a 500 budget computer for a frien and I'm getting pretty much the same t hing except that I'm getting the athlon x4 640 bundle at micro center and trying to get a cheaper cpu. Also instea of getting him a video card I'm getting him Windows 7.

no sanding, just put the tim on correctly
3 dots on the base of the copper plate, then swipe with a credit card to fill in the cracks, and a pea sized dot on the cpu will do fine

For the direct heat pipe coolers you should put the TIM like this:
