I would think that it is to avoid finger prints more than avoid static.

I would think they did that to prevent the oils on the skin from contacting any of the metal rather than for any sort of static prevention.

What do you mean by "surgical gloves", because there is no standard gloves for surgery.

Do you mean latex gloves? If so, not really sure what they're going for with it. I mean, the polymers used aren't conductive, but I'm not sure if that'd actually help with static. Besides, choose the wrong sort of glove and you may get latex powder on your components, and that might not be good. That is of course if you get powderless latex or nitrile/neoprene gloves, but with the former your average layman might not know to look for that and the latter are more expensive compared to latex.

Anti-fingerprint, so if said computer fails it can't be tracked back to the technician that built it.

Yes, I'm only being silly. I've only used a build-mat and anti-static wrist strap when I built my rigs.

I pretty much always build computers while wearing latex gloves. Satisfies my inner desire to be somewhat similar to Dexter.

No, MaxPC actually answered that exact question about 2 years ago.

It is purely for aesthetic. The photography dept recommended it.
