ambient air temp is room temp the air that you are exchanging the heat from your system with,
case temp is the combination of everything in your case mobo gpu cpu psu etc so you need to efficiently exchange as much heat from everything inside your case with the ambient air outside your case,
if say your ambient air temp is 20deg then the lowest temp you will see from exchange is 20deg if it was 100% efficient which would be hard to do lol thats why its good to get high airflow cases that allow as much air to travel through as possible to get maximum exchange if you could control condensation a computer in a refrigerator would be excellent i think people are doing that on here already. this article will help you a bit http://en.wikipedia.org/wiki/Computer_cooling.
A h50 is very good value for money though as long as you can get the ambient airtemp lower i have to wear a jacket in my bedroom if im gaming or something at 4ghz+ lol.
