ASUS M4A89GTD Not Posting, Won't Shut Off

This is on my SIG rig minus these additions (today)

ASUS M4A89GTD PRO

MSI GeForce GTX 460 Fermi Cyclone

G.SKILL Ripjaws X F3-10666CL9D-8GBXL

Due to unknown problems with my comp freezing I went out in a furry of rage and purchased some new parts. I just recently installed them and the comp isn't posting (no display from mobo vid port or gfx vid port), it will sit at idle (all mobo lights are on and working, fans are running). After this, I cannot shut it down unless I cut off power to the PSU.

Things I am sure are not the problem:
Shorting, it is lifted from the case.
Vid Card.

I think it might be:
RAM, I can't get the Ripjaws in the slot beside my A70, so I put them in the 3/4 slots. I also tried 1 of the old sticks in the 2nd slot to no avail.

Any ideas? I've got the CMOS battery out, but its a brand spanking new mobo.

CD Drive not opening/closing
No USB support as far as I can tell

Its ok, it happens..

after installing gtx 460, i forgot to plug in dvi connector, switched on computer and no image...
