Then you should be able to get higher clocks if you can increase the voltage.

You have to unlock it in options. Click settings and then check the box that says Unlock Voltage control.

Then you may not have a design thats unlockable. Although sapphire usually has voltage control. Do you have newegg link to what model you have???

If it isn't reference design, your best bet would be volt modding it to clock it higher, but that would void the warranty.

I'm pretty sure memory usually has a threshold on how high it can clock without a bump in voltage, regardless of how cool it is. Also, could it be a problem with your power supply? I've never heard of that brand before.

it is possible, if the system power requirements at full load meet the maximum output of the PSU. but a small increase like that wouldn't hurt the power output significantly...
MSI Afterburner doesn't allow you to adjust volts if your card can't support it. If you don't have a card that has a programable voltage controller you can't adjust volts by software...try to increase mems speed and core clock by small amounts until it becomes unstable, and when you feel prepared to loose your warranty on this card hardware mod it.

Edit: About the power supply, 600W are more than enough for your system. LC-power is a medium quality brand of PSUs. They're not the best, but they aren't bad either...i am pretty sure that the problem isn't PSU
