Cpu/nb max at 1.45? I've had mine running at 1.54 for the longest time! As long as you cool everything well, you don't need to stick to the voltage limits too closely unless you want to keep the same rig for 10 years. Also, make sure to keep the cpu temps under about 56 degrees. I've found that even if your oc is "stable", once your temps on the cpu rise above 56 or so, the stability goes down the toilet. Ok - so I've overclocked it slightly at first; 18.5 * 200 = 3700 (3.7GHz), but I need some input.

While running HW Monitor, I noticed that my CPU is constantly using 111.3 Watts of power (it's maximum power usage). Usually, if I play a game like Bad Company 2, the power usage will be maxed--which is normal. However, it should not sit at 111.3W on idle. Idle power usage is usually 14.80W.

Is there any reason why the power consumption is at max after this slight OC? Are there any bios CPU features that I should have off (like Cool n' Quiet)?

Make sure you have "cool and quiet" turned off from the get go. Also, turn "load line control (LLC)" on to stabilize voltages. I'd suggest crank up the voltage to 1.5 on the cpu, and try the multiplyer at 19.5!

It it risky to go straight from a stock voltage to 1.5? Do I need to consider raising the NB?

As long as you keep your temps in check, its fine. Max you want to do on air is 1.55 volts. Also, make sure you oc the northbridge as well as this will yield noticeable results in day to day tasks. Try keeping the volts to 1.2 on the nb (not the cpu/nb volts!) and raise it to 2600mhz. Most systems I've seen can do that pretty easily.

I've got a 955 and I'm running at 3.93GHz (200x19.5) w/ 1.425V. I wouldn't go straight to 1.5, work your way up.

I usually go up one notch at a time (0.0625V IIRC). Maybe two if you want to increase your chances of being stable.

Honestly, I'd try the overkill method first. Raise to 1.5v and if it boots fine, then drop the voltage slowly until it fails to boot. Then just go back to the previous good setting and fine tune it from there. But to each their own

Ran into a bit of problem.
After using the settings below, my PC failed to boot on a 3.8GHz overclock;

Core Multiplier - 19
HT ref. Clock - 200MHz
HT Link - 2000
NB Frequency - 2600MHz
NB Volts - 1.2V
CPU-NB / VID - 1.3V
CPU vcore - 1.4V
RAM Voltage - stock (1.5V)
Cool & Quiet - disabled

I should note, however, that when I simply increase the multiplier to 19 (* 200 = 3800) without tweaking anything else (including voltages), the system boots fine--but the CPU power consumption stays at 111.30W and never throttles down (even w/ Cool & Quiet enabled).

Going from 3.4 to 3.8Ghz, while only upping the multiplier from x17 to x19, increases temps from 28C or so idle, to 34C (note, that like above, the CPU is constantly utilizing max power for some reason when overclocked, so this could be the reason).

Am I doing anything wrong, or should I do anything different? Any suggestions? Please note that I'm using a Gigabyte GA-790XTA-UD4 motherboard w/ a CM Hyper 212+ (just reiterating for reference).
