Why This Quad Core Athlon II Struggles On Games?

First I will explain just a brief explanation of myself. I have played games for a very long time, mainly PC based. And mainly fast-paced action games such as FPS/TPS based. Anything I have learned has all been contributed to the factors of simply wanting to play with a stress free, struggle free gameplay experience. So I really do not know all too much about a computer. But rather I know things here and there. I do not know what a good pc set up is. I do not know how to overclock properly. I am clueless as to why a PC that seems to 'look' bad can run games better than a PC that looks like it should dominate the one that looks bad. I am just completely clueless as to how things work and why.

I would like some help with my current computer. Which was handed down to me by my brother. I would like to get it to work well with games. But I do not simply want to be 'told' what to do to fix it. I would like to be told what my PC's conditions are. What it can and can not do. I would also like to know why. So if any of you can spare the time to give me some basics about my computer and also explain why it runs the way it does? I would much appreciate it.

OS: Windows 7 Fire Edition (x64) | Windows 7 Ultimate (x64) (2 OS's installed)
CPU: 2.6 Ghz AMD Athlon II Quad Core [4th core unlocked]
RAM: 2 GB x2 = 4 GB of DDR2 800 Mhz RAM
Motherboard: ASRock customizable motherboard
Hard Disk: x1 640 GB HDD 7200 RPM (16 MB Cache) - x1 260 GB HDD 7200 RPM (8 MB Cache)
Graphics: NVIDIA GT 240 (1024 MB)
Monitor: 23" HD LCD Flat Panel Widescreen Hannspree display - 1920x1080 (16:9)
Power Supply: 485W Orion Brand
CPU Cooling: Liquid Cooling
GPU Cooling: Fan
Average CPU Temp: 45C (In-Games)
Average GPU Temp: 40C (In-Games)
CPU Voltage: 1.5000v (Max is 1.5500)
DRAM Voltage: 2.20v (Maxed)
Chipset Voltage: 1.40v (Maxed)

If I'm missing anything please let me know. This was a custom built, fully customizable computer.

Here's my situation.
I play online PC video games. Preferably Free2Play ones at that. This computer gives me a lot of trouble in games. I can tend to get a very high frame rate that hardly ever drops, however........ my response rates from my mouse and keyboard are incredibly sluggish and slow. I feel as if my keyboard is failing. It reacts slow and often unresponsive to my quick actions and does not move accurately while games are running like it does when games are not running. My mouse even moves sluggishly slow as well. It makes it incredibly hard to do anything in a fast-paced game. And I feel incredibly silly when I sit here at the games' highest frame rates and move and react as if I was running at 2/5th of the games' frame rates. I feel as if I am running in slow motion.

What is the problem? And what needs to be done about it to fix it?
Is my computer bottlenecked by the way it is set up?
Is something in my computer not able to keep up with the rest of the computer?
Is my GPU not good enough? (I tend to have a hard time thinking this one because of the high FPS that I gain only when the GPU is in the PC).
Is my RAM bad?
Is my CPU not good?

My PC is overclocked to 3 Ghz. With a multiplier of x13, FSB is 230 Mhz.
The voltages are almost at highest.
Raising CPU FSB past 250 makes the computer become unstable.
At 250 FSB my computer is clocked at about 3.33 Ghz
PC Registry, disks, and everything are defragged and at peak performance. My computer is set up nicely. I am good at that stuff. But I just can't understand why exactly this PC is having issues with games. Even when I put graphics on lowest. And when I lower my resolution from 1920x1080 to 1024x768? There is absolutely 0 performance change. I see no increase in responsiveness or FPS.

Any help would be appreciated.

And one more thing. Changing the RAM settings in my BIOS tend to change performance a lot. When the ratios change between 1:1, 1:2, 3:4, and so on. I can't seem to tell which is better in games for me, a higher frequency of RAM with looser timings, or a lower frequency of RAM with tighter timings. Or if ganged or unganged is better for gaming. But the RAM seems to take the biggest toll on my computer.

Your GT240 is likely what's holding you back. Not a very strong card these days. I can run my Athlon II 630 at stock, and I saw literally 2 FPS lower average on Crysis than I do at 3.7GHz. The extra speed helps...but not as much as a new video card.

Now on say GTA IV as another example, the game is unplayable at stock. I have to have at least 3.5GHz to be playable maxed out.

cpu voltage is at 1.5v!! is that a rana unlocked to quad?

Sounds like the GT240 (as well as your internet connection if you play F2P online games and such) are the culprits imo.

In BIOS there's an option for L3 Cache with 3 options. All Cores, BSP Only and Auto.

I figured the card may be one cause. I would like the NVIDIA GT 450 6 pin connector card but lack the money for one. But would the card be the reason for a slow-mo feeling gameplay?

CPU voltage was originally at 1.4v and when it was my games ran a lot less stable and glitchy. 1.5v was not possible though until the Liquid cooling was installed to the CPU.
And all I know about this AMD processor is that it's 'supposed to be' a Quad core. However, the option to unlock the 4th core is there and the motherboard unlocks it.

My knowledge of HT Link is pretty much 0.

Definitely the GT 240.

Your CPU isn't the fastest thing around, but it isn't slow either. In fact, it's a pretty awesome CPU for the money.

Should be great for any game.

Upgrade GPU -> Profit.

Upgrade your graphics card, and get your clock settings sorted out. And then you'll be set. You should be at:

CPU: 2.60GHz, 1.35v roughly
HT Link: 2000MHz
NB: 2000MHz
RAM: 400MHz, 5-5-5-15 (higher speed or tighter timings are better), 2.20v as max

Overclocking, you should hit 3.5-3.7GHz with 1.55v. Your RAM could honestly go anywhere, just depends on the sticks. Your NB can go as high as around 2800MHz with up to 1.45v on the CPU-NB (regular NB voltage doesn't help any at all). Your HT Link should be between 1800-2100MHz or so (as close to stock 2000 as possible).
