Your answer does not fit those options and should be considered the more incorrect.
Ability to read and understand requirements is a necessity before even coding anything.

When i began using dreamweaver i would hand code all my pages, theres nothing wrong with using it. The extra features can at times be really cumbersome. The only real features i use are the live demo and the auto indentation and sometimes the auto-fill. It also is very good in preventing mundane tasks of coding like in CSS and stupid forms.

If Dreamweaver offered the same features in a language such as python i would definitely agree with graphicsman that something like notepad++ should be used so you know the code ground up. But this is HTML come on tongue.gif

Hehe,
Glad my comment was taken with the good humour it was intended.

To sum up where I'm coming from, web development to me means a month or so project getting the design team to do the photoshop, then the dev team doing all the server side stuff,SQL integration etc. HTML is probs the least amount of coding done and is mainly the end result that is generated from the ASP.net.

For your purposes, I think dreamweaver would be best... V.S is more for object orientated programming.. don't know much about it but the last time I used it was for c++
