Need help overclocking my buddies computer

Hey guys, I have a buddy who has no internet at this time and has a AMD Athlon II X2 250 Regor CPU that I am trying to help him OC over the phone. The problem that I have is that I have a Intel Core i7 and haven't really dabbled in AMD overclocking much if any. I was wondering if you guys could help me out with this. I'm going to post his components and a range of OC he is trying to achieve and then hopefully you guys can help me with some generalized settings to try. So here are the components (I would just post them under a new rig info for me but it isn't my computer):

CPU: AMD Athlon II X2 250 Regor
Motherboard: MSI 760GM-E51 (MS-7596) (NB: 780G, SB: SB700) (BIOS V1.8 9/03/2010)
RAM: G Skill DDR3 1333 (2X2GB) F3-10600CL9-2GBNT
GPU: MSI Radeon HD R5670 Cyclone 1GB GDDR5 (RV830) 775MHz core CLK, 1010 MHz Memory
HDD: Seagate Barricuda 7200.8 250 GB ST3250823AS
PSU: Raidmax RX-630SS 630Watt Hybrid Series 135mm Fan (With Internal fan turned around to intake hot air from case and exhaust out back of PSU instead of blowing hot air into the case)
Case: Raidmax Smilodon (Green) Dirk-Tooth (With a couple of extra fans)
CPU Cooling: Stock HSF (Looking for a good cheap/Free (<==My favorite 4 letter "F" Word lol) one for him as he is unemployed and just trying to eat and feed/ take care of his daughter at the time being so let me know if you have one for sale or as a freebie that he can have and it would be much appreciated)
OS: Windows XP Pro SP3

Please post links to or give me a template of some settings for 3.6GHz to whatever is the highest that one can reach on stock cooling on this chip without outrageous temps. I don't know much about AMD overclocking nor does he as this is his first computer that wasn't pre-built crap like dell or HP or something. I basically need to know what settings to set manually (and what to set them to) ,which ones to leave on Auto, Which ones to enable, and which ones to disable for his board. Any and all help would be much appreciated and thank you in advance.

AMD Overdrive + IBT is the noob AMD Athlon overclockers best friend.
Have him get Overdrive, go to preferences and set it to advanced.
Send him to the performance tab and have him slide the HT Ref. Clock slider at the bottom left over to somewhere around 205 and hit Apply. That should run his CPU up by a bit. Similar process to OCing an i7 with the NB only.
Rinse and repeat in 5 clock incriments. Eventually the computer will lock up.
Reboot, bring it back up to the highest he had it before it locked up and run IBT(or Prime) for a bit.

I got 3.4Ghz stable with great temps and the stock cooler on an Athlon II x2 255(3.1Ghz) before Voltage changes. If you help him get his voltage too he should be able to get 3.6 on the stock cooler.

I actually have a Phenom II x4 965 cooler that im thinking of putting on my current Athlon.
If I do he can have my Athlon II x3 cooler. Its got a little bigger fan and about 2/3 bigger heatsink than the Athlon II x2.

EDIT:
Im an idiot. no internet.
Set the HT Ref clock to 215ish and see where that takes him.
He should be able to get to about 3.4Ghz without having to play with his Vcore.
And he should be able to hit 3.6 on the stock cooler no problem.

Yeah at the moment he is at 3.510 GHz by just raising the Frequency but leaving everything else on auto. I know that is frowned upon for intel overclocking but I am not sure with AMD because usually it applies way too much voltage but please enlighten me if this is not the case with AMD. We went in and adjusted some voltages and his NB and HT manually but could not get it stable even up to 3.6 but for some reason with everything on auto he can get stable to 3.510 GHz with little to no increase in temps while running prime. He ran prime for a few hours and I told him to go ahead and do what he needed to do on his computer (he had some stuff to do) and then when he was done to run prime overnight and through into tomorrow afternoon or evening (basically 24 hours give or take a few hours) to make sure that it is stable. That cooler would be great for him. I'll let him know. He is out of work now so wont be able to pay you for it but maybe I can work something out for you in exchange (I do a lot of computer builds for clients so I end up with quite a lot of free game vouchers so maybe I can give you one of those next time I get one as "Payment" for the cooler). Thanks for the response but I am still looking for some more "solid" overclock settings such as what are tolerable settings for all of his BIOS settings (I.E. how high is too high for voltages, how high is too high for his HT and NB, and also what would be his equivalent of his DRAM Voltage and QPI/DRAM (I mean since I know Intel Overclocking but not AMD, what voltage would he increase for raising the frequency of his ram and/or lowering the timings, to make it stable?) Basically treat me like I am a total NOOB at overclocking AMD chips because I am but I want to learn not only so that I can help him with this but other OCN members and my own clients. Now I am not a electronics noob at all. In fact I am a computer and Electronics Engineer but I have not done work in my field in years, so I know the terminology and all just not what all of the AMD settings do.
