Not sure if upgrading my CPU is the best choice

So I built my sig rig about 3 years ago senior year of high school, and I feel its about time for me to start looking to upgrade some parts. A while back I added the GTS 250, 2 more GB of RAM, and recently my monitor, but now I'm worried that upgrading my mobo and cpu won't benefit me the most for my dollars.

I use my computer mostly for gaming. Team Fortress, WoW, SC2, and the occasional Dragon Age and L4D2. TF2 and L4D2 really smacked the crap out of my computer when I was playing at 1280x1024 on my old 17" monitor at low-ish settings so I got the inclination that my CPU may be to blame.

I was wondering, given my current set up, if my best bet is to try my hand at Sandy Bridge(and overclocking), or try upgrading my GPU again. I'm on a tight budget, so it's one or the other. =/

overclock your cpu to at least 3.6GHz to see a good improvement, then decide on whether or not you need to upgrade.

afaik most valve games r dependent on cpu more than gpu. so definitely oc

I would upgrade to a Q9550. Handles all the newer games fine imo Quad core> low end dual core.

by all means, his cpu is NOT a low end dual core.

something like a pentium d would be lol. or first gen core 2's.

but even so. i had my old core 2 e4300 clocked at 3.15 with my 4850 and it ran l4d2 like a champ on high settings with my current resolution.

I'm still using the stock HSF, and my vain and naive attempts at overclocking convinced me that's a nono. Any suggestions for a good HSF so I can work on OC'ing?

cant go wrong with a CM hyper 212+.

budget and performance fused into a HSF. should be around $30-$40.

should be able to oc your proc to 3.6GHz+

since you are considering an upgrade more or less, this OC'ing would be your last ditch effort before deciding on opening your pockets.

That just isn't financially sound advice. If he gets that CPU he has to even 3.0Ghz those games will run great. Spending over $100 on an "old", albeit good, processor just doesn't make sense currently.
