I've always done a complete reformat, but this time around I doubt I'll have the time to do so. Is it possible to upgrade without reformatting?

If your just replacing cpu, mobo, and ram, then yes it is. Considering your old board doesn't have any weird drivers that would conflict(never happened to me) Ive replaced several motherboards in systems without reinstalling, never had a problem.

I'd suggest reinstalling windows, and not formatting the drive, if possible.

It can work, but you could run into problems.
