This is not necessarily true, it really depends on the settings, and the particular hardware you have.

For example, here's an FPS/time chart of a couple of Crysis benchies I ran a week or so ago to prove wrong some dimwit who said it's "impossible to get a CPU bottleneck with an i7".

Now, granted, the IQ settings are a bit low given the caliber of my rig, but my point in that discussion, and in this one, is that it's very much possible to get significant (in terms of FPS, but perhaps not in terms of playability ) CPU bottlenecking in Crysis, and it can kick in at a relatively low FPS.
