Problems with new build

The specs of my build are in my sig

Every time i turn on the vga and boot device LED's are on, ive heard there are a few bios problems with this board so im trying to update my bios which is near impossible since i cant a display even without a card in the vga light comes on i have also tried clearing my cmos to no avail

can i get any help?

I'm confused with your question. By "turn on the vga" do you mean monitor?

Diagnose the problem in this order:
1. Plug a second monitor into the card
2. Try a different VGA cable
3. Try a different video card (or use your onboard card if your mobo has one). In order to use your onboard card you may have to reset the bios which it looks like you already did.
4. If you don't have a spare monitor/cable/card and you have remote desktop enabled you could always boot your computer and get on another machine on your LAN and remote in. (Windows key + R, then type "mstsc", press enter, type in your computer name, log in!)

well in the manual it is called the vga LED and im using a HDMI cable

Ah, try an alternative cable then. Perhaps VGA cable, or DVI?

i dont think is has anything to do with the cable the light represents if the Vga has failed to post but it comes on with no card in

Didn't realize it was that new, yes likely some hardware issue. I've had to RMA two ASRock mobo's in the past month

Did you try seating your VGA card in a different PCIE slot? Also is your videocard new? Do you know if it's working? Sometimes new videocards fail because of bad memory.
