2600k throttling withing temp range

Using an Asus P8P67 Deluxe....I have it clocked to 4.2 and temps stay under 65 degrees. Watching tmonitor, I see the multiplier drop back down to the basic 16x every 7 or 8 seconds....very breifly. Other than that...all is good.

Is this normal?

If not normal, how do I fix it?

Is C1E and EIST and stuff turned off?

doesn't that stuff need to be enabled for turbo boost and/or overclocking on Sandy Bridge?
