Some will, it's more the lazy factor than the scared factor in those cases. Most people use the front of being scared because they don't want to. Lets say if it's in the store when they get a new pc they can just think "oh, this can be tested on my old pc now" and would ease their minds more. It's all about the psychological warfare!
Western culture likes options up front and in their face or else it gets lost. That's mainly because we are used to having options, we like choosing. It gives a false sense of freedom, but whatever it works.
