Need help Overclocking E8400

I'm trying to get to 4.0GHz stable on this CPU and I know it can be done I'm just having some difficulty truly understanding these BIOS settings. I'm a novice at this stuff and don't fully understand what is best to tweak to get the best performance output.

What do you guys suggest I change on here to gradually move up towards 4.0GHz or further? Would I see a big difference between Ram speed of 1066MHz compared to 900MHz?

Bump, anyone familiar with E8400 or Rampage Formula BIOS? I just need clarification on what to raise what to lower and what has the biggest impact on cpu speed.
