I'm starting to facepalm here:

AT&T charged more for iPhone data plans back when the original iPhone came out. Now the plans are priced the same as non-iPhone smartphone data plans. The data plans are still listed as "for iPhone" because of what I just explained - it's a remnant from the days when there was a price difference. There is no functional difference between iPhone data plans and non-iPhone data plans.

Go with the Captivate, there is no functionality that the iPhone has over it.

I personally have a Captivate and I am very happy with it so far.

Other people on my plan had their 3G/s IPhones for a year or two now and that's without a data plan. They got their phones from craigslist as well, except for one in which she received from a friend

Which is why I'm looking at captivates on craigslist or eBay to avoid unnecessary fees and obligations

Go the captivate, unless you love iOS.

The captivate is competitive with the iPhone 4 and vice versa. 3GS is still a decent phone though.
