It should do 4.2GHz-24/7 easy but why do you need it that high?
I run mine at 3.8 24/7 using tri GTX480 I tested it all the way to 4.5GHz and 3.8GHz is it's sweet spot anything more makes little difference in performance except for maybe a few bench tests, If I were you I'd start lower and work your way up and find where it performs it's best, just saying why run it at 4.2GHz with more voltage if you don't need it

Thats what I thought to, but I dont know what I'm doing wrong. I was wanting to up it for folding. But I guess 3.8 would be ok for it, just thought I could get it to 4.2 easily and safely, thats why I got the RX240 kit, at 3.8 the h50 kept it around 60c under load. I wonder if someone would be interested in a 980x for a good bit off retail?

You should be able to do 4.2Ghz, especially on the RE3. Like I stated before and someone has also said, PLL should be at 1.4v. I listed some voltage settings previously and those worked for both my 980x and 970 on both the RE3 and the Formula. I could not get my 980x stable at 4.2 until I put the PLL at 1.42v. Setting the rest like this should get you there:
vcore - 1.35v
PLL - 1.42v
VTT - 1.3v
Dram - whatever they are rated at usually 1.65v
Uncore at 1.5x the ram speed, i.e. 1600Mhz ram then set uncor to 2400
QPI at it's lowest setting
You can also try putting the IOH PCIE Voltage at 1.25v (default should be at 1.11v if I got the right setting)
LLC to 100%
Turn off all the Intel CPU settings such as Speedstep, Vitrualization, CE1, etc, leave Thermal management and HT on.

Everything else can be on auto or default except for your memory timings which should be set to whatever their ratings are.

Lastly, don't give up, I know it's frustrating, but sometimes it takes a little tweaking along with trial and error to find the right settings, but once you do you will be happy.

You are confusing qpi-pll and cpu-pll.

Cpu-PLL default is 1.8v, and can be left on auto for the 980x. It doesn't help unlike the 4 core I7s.
1.4 tho, will make the chip very unstable. Don't do that.

QPI-PLL (which is default at 1.3v( is not setable in the R3E, but the QPI/DRAM (aka vtt) is, which should be set to 1.35v for 24/7. You can push it to get higher uncore, but not needed for 24/7.

In the R3E settings:
Cpu = 1.375v
QPI/DRAM = 1.35v (thats the vtt)

and use those settings for what? 4.0 or 4.2?

I've tried all the other settings on the previous pages and none worked. And to clarify, I dont need to put the RIIIE CPU-PLL at 1.4? just leave it at 1.8?

Very true i found taking my 950 up to 4.2 made very little difference except i needed a v core bump and it would get hotter in games,
also system rating at 3.8ghz=7.6 4.2ghz=7.7 and super pi it made about 1/2sec difference.

For 4ghz, you don't really need to change a lot, 124 is memory controller,Qpi/dram.Try to just up the multi, 1 step at a time,when you run into error codes, bump the voltage needed a notch. You should be able to hit 4Ghz with Vcore no higher than 1.3.
What batch is your cpu?

1.8V is default. Why would you lower it to 1.4V? A 0.08V increase is hardly a big increase.

@waparson

Dude I would do a BIOS flash and start from stratch. Leave everything on auto and start from there. Change one thing at a time either BCLK or CPU multi.

You should be hitting this speed easily so either there is something wrong with your hardware or you have changed something you shouldn't have in the BIOS. (Possibly lowering your CPU PLL to 1.4V???????)
