Ok, we should be good to carry on.
See how the ram is now clocked back to 1333.
You made it to 250 ok, so bump ref clock to 254 and set cpu multi to x12,that will put you back to stock cpu freq 3.0(approx).
Now run prime for a couple of hours to see if it's stable at these settings.
You don't want the cpu temp to get any higher than about 60c under load.

Still running prime, but under stress I'm getting 61 degrees, and these are my settings:

At first I had boot issues at 254x12 but I set the voltage a little higher and it worked like a charm.

61c is close to the thermal limit where it might shut down.
I don't know if this will help with the cpu fan already running at full,but go to cpu q-fan and set fan type to pwm and q-fan mode to optimal.If no change try performance.
That's quite a large difference between idle and load temps.

Idle temp is good,but load is high.71c is the limit for your cpu,but you should try to keep it below 60c.(most suggest 55c max).
If the stuff I said last post does not help,can you crank the intake fans?

I've set all the fans to Performance and set the front fans to High, getting 1-2 degrees less at load.

Not enough yet.
Drop the cpu volts back to 1.39 and raise cpu/nb volts to 1.25v,see if it will boot ok.

That is still to high for clock you are running.
Keep dropping the cpu volts till it won't boot,then adjust up till it does.
See how low you can get it.
The stock cpu volts is 1.312v at defualt clocks.(15x200=3000mhz)
If that does not get the temps down you may have to reseat the cooler.
We still have 800mhz to go and 1 or 2 bumps in the cpu multi is going to put us back above the danger zone.

Ok, I've lowered the Processor voltage to a safe point, and I replaced the rear case fan with one of the front fans which performs better.
My peak temp shot way down to about 50C!
