GTS250 for $99, no. I doubt his power supply even has a 6-pin connector for a video card so you'll be stuck either using an adapter or running a card that doesn't require a connector. I don't think his power supply is even sufficient to run the bigger cards that people are recommending anyway. If he had a better quality power supply there'd be alot more options, but with a cheap power supply that probably provides most of it's power from the 3.3 and 5 volt rails you should stick to something small. I'd recommend a HD5670 or a 8800GT/9800GT (ECO version). I'm up in the air on whether to even recommend a HD5750 with that power supply. If he were to pick up a decent power supply then I'd say look around for a used HD5770 or if you can spare the cash go for something like the GTX460 or GTX465.

Yes a GTX465 would run on a real 450W power supply, but I doubt his computer would even boot with a GTX465 installed with his 450W offbrand power supply. Besides he'd need some adapters seeing as his power supply very likely doesn't even have one 6-pin connector.
For everyone saying that things like GTX465, think about this.

I found the specs of a similar power supply as the OP:

DYNAPOWER USA 450W
+3.3V@28A, +5V@40A, +12V@17A
+3.3V & +5V - 220W | +12V - 204W

Here are a couple of good power supplies:

Rosewill Green Series 450W
+3.3V@24A, +5V@24A, +12V@33A
+3.3V & +5V - 140W | +12V - 396W

Corsair 450VX
+3.3V@20A, +5V@20A, +12V@33A
+3.3V & +5V - 130W | +12V - 396W

Ergo why you don't buy cheap power supplies nor use the ones that come with cases. It might power a decent video card, but I'd doubt it'd be happy powering even a HD5670 for any period of time at all. Low quality components plus the fact that it doesn't provide sufficient power on the 12V rail is just asking for problems.
