Case fan 7volt mod's: safe for PSU?

I have two Delta AFB1212GHE dc12v 3.24A 120mm fans that I ordered by mistake and would like to use the 7 volt mod (plan on buying a fan controller down the road) but worried this isnt safe for my PSU Antec TruePower Quattro TPQ-1200.

I know the "how too's" but not if its safe for my PSU since all the threads never said its ok/safe.

Should I had put one of my secondary hard drives on the same cable so I am using more power then cable is putting out?

I believe a fan controller has a resister to soak up the the extra 5 volts? Since your using the 5v to drop the 12v to 7v (by using the ground connected to the 5v) I wasnt sure if this was safe.
