These ones are ALL less than 20 decibels.
Noctua fans tend to be overpriced and overrated and dba ratings are not to be trusted

The NH-D14 has been beaten by the Silver Arrow and Archon in terms of noise and cooling.

The Thermalright TY-140 is way better than that fan

Again a massively overrated fan.

My NH C-14 is quiet as a sandwich, IBT push my CPU to 50°C max. (it was 1 core, the other were 1-2°C cooler)
http://www.frostytech.com/top5heatsinks.cfm
There is also a list which cooler are quiet.
GL with finding the right cooler for you.
PS: Noctua`s aren`t ugly, they are just not beautifull

With your case you could essentially do the same, but better. Remember, the mark of good case airflow is that your temps go down when you close it up.

No fan controller. The front fan is an 800 rpm GT AP-12. The bottom fan is an 1150 rpm AP-13. The mid-case fan is the same. The side panel fan is a Kaze Maru 500 rpm fan. The top fan is a Kaze Maru 1200 rpm fan. All run at 12 Volts. I use very low noise fans on the front and on the side because they are very near to my right ear.

I use a Zalman 12v/5v multi-fan connector for the two Rosewill RFX-80BL 80mm fans so they can run at 5 Volts.
