4.6 at 1.35v? You may have hit your sweet spot on that chip. Most chips have a point were they require quiet a bit more volts to go any higher and might not be worth it, plus is HT on or off? Ok, see honestly I dont know if the Sandy Bridges have an option on the HT, but the previous ones did, and it effected OC slightly.

Well I tried 1.4V aswell.. still wont start :/ can it be my memory?

Could be, is that your stock settings for your memory? Because thats pretty fast with good timings for 1.35v. Try upping dram volts to around 1.5 - 1.65

Yes that is stock.

But can't run at that. right now their at CL9 1600Mhz.

Yeah I would mess with the memory settings a bit, but if that's a no go, oh well, 4.5ghz at 1.28v is pretty nice. I just saw 2500K and Noctua D-14 and wanted to help you get to as close to 5.0 as possible.
