Does high cfm = better cooling cause look at this vid

In general, it's about how quickly and efficiently the heat can be dissipated from the component which is generating it.

It's kinda like the human body: if you're hot, then having a fan blowing on you feels really good because the heat you are generating is being dissipated/pushed away as opposed to just letting it naturally rise off your body (active cooling as opposed to passive cooling). In other words, the heat you're generating is being replaced/displaced by cooler air.

In regards to what this video might be proving: it looks to me like this fan would be best suited for a CPU's heatsink. Sure, it would make a great case fan too, but so would those other fans. However, this "Penetrator" looks like it was designed to be used on heatsinks - or perhaps as a side intake fan by a GPU. Or, perhaps even as a front intake fan where there's a hard drive bay blocking the airflow, such as in the Cooler Master CM 690.

Come to think of it, I bet that two of these fans in a Push/Pull configuration would be amazing.

A higher static pressure fan dosnt need to have alot of CFM's, but they usually do, and they are good for heatsinks, where as a lower static pressure fan, that also generates alot of CFM flow is better for a case fan because it moves more of that hot air outside of your case.
