Well, we can't really go by voltage readings from a program, they're often wrong.

That's false.
The readings are totally off.

Hardware monitoring is inaccurate.

There is no way the PC would boot if the 5V was at 2.6V.


What PSU is this?

That's a PSU? Was thinking more along the lines of OP strung a bunch of batteries together with the fluctuations in power.

Agreed, but if the readings are accurate then there is the problem. Change PSU to something reliable with enough power to run the system.
