how do you justify....

before i rant a little bit, i already expect most of you to just say stop crying get a new computer but here goes. short and simple:

what justifies a game, COD black ops, which doesnt even look much better than MW2, that is basically a beefed up COD4 engine, to run 10-15 frames a second on my computer with everything on low, glow removed, and modified to run at 640x480. When at the same time i can run MW2 at 800x600 with every other setting on highest level probably 30-40 frames a second.?

nothing justifies it. It is a poorly optimized port, on an engine that was originally developed on th PC, many many years ago. The engine is just a modified one from the original games.

I had slightly worse performance with this game as well.

It all runs on the same engine, with one being more modified than the last.
