awesome thansk for the tips.

now for a newb question.
if my processor is Intel Core i7 CPU 950 @ 3.07GHz
why does the CPU-Z test say: Freq : 1619.25 MHz (134.94 * 12)

i dont really know what the figures mean, shouldnt they somewhat similar?

Speedstep, E1st, Turbo...

All power saving features, downclock the processor when its not under load. You can change all those settings in your BIOS. Stress your CPU and you'll see it run at it's rated speed.

ah OK. so that tets basically says what the CPU is currently running at, but should i use an app that requires more power the full 3.06Ghz is avaiable...right?

Yep, that's just the i7 doing its' eco thing and resting a bit while it's not busy. It'll wind itself up again when you load it down.

Anything that will stress your CPU should cause it to run at it's rated speed.

now, atm, i can hear a whirring which im assuming is the CPU cooling fan.
whats the best *silent* option for colling my new PC? (without breaking the bank)

Water Cooling...

Eh, I just got used to whir of my 5870's and case fans, so I don't really know the definition of "silent"

There is a whole "silent computing" section on these forums, you should check over there.

well, when i use my flatmates iMac, it seems genuinely SILENT.
then i come back into my room to be greeted by the usual whir.
makes me hang my head in shame.

hyper 212 is awesome
noctua nhd14 is massive but really effective...that's for air cooled...

small fake water cooling, an H70 is very silent
