You cant change the minimum clock rate of turbo boost. Its a C state, and 16x is the lowest.

I just wish Msi would finally get the bios fixed so we dont get the V overshoot anymore. Its there no matter what setting i put in.

It wont let me change core limits in cpu features right?

Yes right there, are you sure you have c state set to no limit and turbo enabled?

Yes, for some good overclocking results get a very very good air cooler or go water.

We have to know what PSU (power supply) it is. A low quality PSU could kill all your new HW.

And as above user said, there's no cooler on your list. I'd recommend an aftermarket cooler even if you don't intend to OC.
