Disable Hyper-threading, that will drop down your temps.

And yes, TiM is thermal paste. Applied properly and proper amount. Most likely that wont solve, most likely it's HSF itself.

Im not so sure the HS is the problem...
Run prime or IBT for a while and grab the Heatsink. Is it Hot/warm/cool?

Did you find Disable HT?
It would be in your bios, Possibly Cpu settings or overclocking settins

how is the CPU Fan pluged in? (in the mobo?, into a molex plug?)
Check for a setting in your bios where you can set your fan to 100%

How big of a line of TIM (TIM = thermal interface material) did you use? There really should be hardly any there--just enough to fill in the small micro holes on the surfaces--you wouldn't need a giant glob or anything like that.

I can't fathom--even with that CPU cooler and default volts--that your CPU would hit 100C with proper HSF application.
