650W would work.... but I don't think you'd be able to do any heavy overclocking. It's the bare minimum.

There are plenty of videos of people running dual 570s on 750w units and pulling around 600w from the wall (meaning they're using around 500w inside the machine) when running a GPU intensive application. If you are going for a real test, like adding something highly cpu inensive as well, you'd be needing 600w with everything at stock. That's uncomfortably close to the limits on a 650w unit, and if you want to overclock, then a 750 will cover it nicely.
